You may have to use the PanaView New Meter Browser to add the IrDA
port. After that, discovery of the PM880 should be automatic:

7.1.2 Using Panaview
GE offers PanaView software that enables you to perform many PM880
functions using your computer. With PanaView software (version 1.4.6 or
greater), the communication connection is made automatically using
IrOBEX (IR Object Exchange).
