Time and Time of Day Instructions

SecToDt
Use the DtToSec instruction (page 2-574) to convert the current time of day to the number of seconds
from 00:00:00 on January 1,1970.
An error occurs in the following case. ENO will be FALSE, and Out will not change.
• The value of In is outside of the valid range.
