Check engine
rpm with a photo tach
or vibrotach (Sirometer (wire whip)).
If rpm is low:
1. Change engine air and fuel filters.
2. If necessary, reposition speed control
lever on injection pump.
Is circuit

Close circuit breaker(s).

Replace bulbs.
