Description
Specifies the time to start DST.
If ―local_time.dst_time_type‖ is set to 0 (By
Date), use the mapping:
MM: 1=Jan, 2=Feb,…, 12=Dec
DD:1=the first day in a month,…, 31= the last
day in a month
HH:0=1am, 1=2am,…, 23=12pm
If ―local_time.dst_time_type‖ is set to 1 (By
Week), use the mapping:
Month: 1=Jan, 2=Feb,…, 12=Dec
Week of Month: 1=the first week in a month,…,
5=the last week in a month
Day of Week: 1=Mon, 2=Tues,…, 7=Sun
Hour of Day: 0=1am, 1=2am,…, 23=12pm
Note: It works only if the parameter
―local_time.summer_time‖ is set to 1
(Enabled).

The value formats are:
 MM/DD/HH (For By Date)
 Month/Week of Month/Day of Week/Hour
of Day (For By Week)
