AnodecansendanNSpackettointerpretthelinklayeraddressofanothernodetoverify
thereachabilityofthatnodeandtheaddressuniquenessofaspeciclink.
AnodecansendanNApacketastheresponsetoanNSpacket.Italsosendsunsolicited
NApacketstonotifyitsownlinklayeraddresschangestoothernodes.
Whenanewaddressisgeneratedonanode,thenodeneedstosendaneighborrequest
toothernodesonthelinktoenquirewhethertheaddresshasbeenused.Iftheaddress
hasbeenused,thenodeusingtheaddressrespondswithanNApacket.Ifthenode
wheretheaddressisgenerateddoesnotreceiveanyresponseaftermultipledetections
(thenumberiscongurable),theaddressbecomesvalid.
