0 Inactive state
6 Enables the SIM-toolkit interface and fetching of proactive commands by
SIM-APPL from the SIM-card.
7 Disables the SIM-toolkit interface and fetching of proactive commands by
SIM-APPL from the SIM-card.
8 Disable fetching of proactive commands by SIM-APPL from the SIM-card.
