5.12 Legal Status of a S-Pedelec
This chapter explains the EU-wide legal
status of newly equipped S-pedelecs from
MY 2018 onward. Information on the legal
status in individual countries about respon-
sible ministries (e. g. Ministry of Transport)

X Pedalling support up to max. 45 km/h
X Max. continuous rated power of the motor: 4000 W
X Under EU law, the classification of small motorcycle,
therefore similar to mopeds and scooters
X Vehicle class L1e-B
Required documents
X Operating license
X Liability insurance incl. vehicle ID (small license
plate)
X Vehicle class AM
Special equipment regulations
X Operating license with registered tire size
X Tires with UN/ECE-R75 test symbol (country code
encircled, e.g. "E1" for Germany and "75R" on the
side wall of tyre)
On vehicles with a technically permissible total
mass of up to 150 kg, tyres without type
approval may be used with a cross-section width
of max. 67 mm can be installed.
X Rear-view mirrors
X Insurance certificate mounted and illuminated
X At least one stand, self retracting for S-Pedelecs
over 35 kg
X Two independent brakes
X Brake lever with ball ends
X Additional side reflectors
X Permanently mounted pedal reflectors
X Fixed lighting system (light must always be switched
on when the drive is activated)
X Helmets are mandatory: "Suitable protective helmet"
must be worn
X At least one electrical device for "sound" (horn
according to UN / ECE-R28)
X Brake light
X Headlight (approved according to UN / ECE-R74)
