 Optimized IEC60870 multipoint modem handling
The optional RTS delay timing for optimized multipoint modem RTS control
can be determined in the MEW60870.INI file.
 MP_WAIT=50: Wait time in ms; Wait this long before activating RTS
(between the data packets)
