The IncDec function has two digital inputs, IncSignal and DecSignal, and one
analog output, Va lu e. It also holds one analog parameter, Time.
The analog output of this block can be controlled by the digital inputs. The
parameter Time specifies how long it takes for the output Val ue to change by
100%.
