Sets or queries the negative-transition register in the questionable status
group. A negative transition filter allows an event to be reported when a
condition changes from true to false. Setting both positive/negative filters
true allows an event to be reported anytime the condition changes. Clearing
both filters disables event reporting. The contents of transition filters are
unchanged by *CLS and *RST.
