If it still doesn't power on, check the fuses and lines. Alternatively, faulty field wiring might be loading down the system. Remove all I/O and communication cards, leaving only the front panel, CPU, and PSU connected, then reapply power. If it powers on, power it off and inspect and install each I/O board one at a time. If it still doesn't power on, replace the PSU.
