SCADA communication timeout.
Communication is lost when
heartbeat was not returned by
SCADA in time defined in
specification.
Aux. code 4 indicates that
communication has returned but is
currently in timeout state.
Control commands are frozen
during timeout state. Timeout
length can be configured with
parameter 164.11 Comm hold-
off after loss event.
