Define the order of which the requests with

priorities are served.
FALSE: All requests are served (round-robin),
but more slots are allocated to higher-
priority than to the lower-priority requests.

Enable option to keep RTs in this list (forever)
until RT signal “no-request” or RT is
preempted by higher-priority requesting RT.
