defaultvalueis100milliseconds.

Jointimer.Whenthetimertimesout,thegarpprotocolsends
garpjoinpackets.Thedefaultvalueis200milliseconds,andthe
rangeis200to400milliseconds.
leave
Leavetimer.Whenthetimertimesout,thegarpprotocolsends
garpleavepackets.Thedefaultvalueis600milliseconds,andthe
rangeis500to9900milliseconds.
