UTILITY_MAX_PKT_TO_DSP
CCU will normally send necessary Link-Data to DSP,
and DSP will then fill remaining part of packet with
semi-random data before packet is sent to satellite.
When this option is enabled, CCU will fill remaining part
of packet with known pattern (1, 2, 3, 4, … etc.) before
entire packet is sent to DSP.
