The program memory stores the program used by the High Performance model
QCPU, Process CPU or Redundant CPU to perform operation.
The program stored in the standard ROM or memory card is booted (read) to the
program memory to perform operation. ( Section 5.2.8)

The standard ROM stores parameters, programs and other data used to execute
boot run by the High Performance model QCPU, Process CPU or Redundant
CPU.
