When the OUT T instruction is executed, the current value is added to the scan
time measured at the END instruction.
If the timer coil is OFF when the OUT T instruction is executed, the current value
is not updated.
The timer response accuracy from when reading input (X), until when outputing it
is + (2-scan time + timer time limit setting).
