After successfully pre-provisioning an NE, the proper equipment configuration data for
the network element is stored in the management system. The NE is displayed on the
network map with a blue color, indicating that it is a pre-provisioned network element.
Finally, a fully provisioned NE is integrated into the network and is displayed on the
network map in green.
