correct state through a relay setting group transition.

SEL-387E-R701-V0-Z101003-D20060801 − Added support for Ethernet ports and IEC 61850.
− Added new breaker-level command, TEST DB.
− Fixed PUL NOTALM command. Previous firmware versions
may not recognize the PUL NOTALM command.
Note: Previous versions of firmware cannot be upgraded to
R701 due to changes in main board hardware.
