Fast Operate Remote Bit Control
The external device sends the following message to perform a remote bit operation (set, clear,
pulse):

Remote bit set and clear operations are latched by the relay. Remote bit pulse operations assert
the remote bit for one processing interval.

breakers 1 through 4:
