"Use daylight saving time" is selected via Win512.
If selected, the time is automatically changed when the Daylight
saving time period starts and stops respectively.
 Forward 1 hour the last Sunday in March, 02:00  03:00.
Backward 1 hour the last Sunday in October, 03:00  02:00.
