Functionality
Single position input is copied to value part of SP_OUT output. TIME input is copied to
time part of SP_OUT output. State input bits are copied to the corresponding state part of
SP_OUT output. If the state or value on the SP_OUT output changes, the Event bit in the
state part is toggled.
