IndepTorqMaxSPC (20.24)
is written to by the winder block adder 1 - see group 64 - to drive the speed
controller into saturation. In case
TensionOnCmd (61.07) is given IndepTorqMaxSPC (20.24) is valid,
otherwise the positive side of the limiter is set to 325 %.
