The message header, where where id is the station ID.
xxx,R,yy.y,M,z
Message data:
xxx = Wind direction (deg), 3second weighted average
R = Relative direction
yy.y = Wind speed (m/s), 3second weighted average
M = Speed unit
z = Measurement status, where A = valid and V = invalid

Message checksum:
* = Checksum indicator
12 = Checksum<8bit XOR %02d>
Checksum span = Between $ and *, with them being excluded
