Steady type
The tripping BO last for at least 94Ti_PulseTime.
The return condition: no current, CB Open position, no current or CB Open position, no
current and CB Open position.
The tripping BO will return after the return condition is ok and last for the 94Ti_OffDelay
setting.
When CB Open is used, all condition is ok but the CB Open is still not 1, the tripping BO
will return after 1s.
