LineGetAddressCaps
This function queries the specified address on the specific line device to determine its
telephony capabilities. The Toshiba DKT TSPI returns two sets of values depending whether
the line type defined in Set-up of the driver was set for Prime Line/Intercom or any of the
other types listed. This function fills the data structure of type LineAddressCaps:
