TDM PW Encapsulation
TDM circuits are MPLS-encapsulated as per RFC 4533 (SAToP) and RFC 5086
(CESoPSN) (see Figure 21 and Figure 22).
For GRE tunnels, the same encapsulations shown in Figure 22 are used, but GRE tunnel
headers are used instead of MPLS tunnel headers.
