Note: When the SAP type is dot1q, the SAP VLAN tag always affects the ingress traffic,
regardless of the Ethernet VLL type (raw or tagged). Similarly, when the SAP type is dot1q,
untagged frames are dropped at the SAP ingress. That is, only the frames with an outer
VLAN tag that matches the SAP VLAN tag are forwarded. The exception to this occurs when
the VLAN tag = 0. When a SAP is configured with VLAN ID = 0, any untagged packets
received are processed.
