Example: When -1000, set to FFFFFC18h
(Byte 15 = FFh, Byte 14 = FFh, Byte 13 = FCh, Byte 12 = 18h)
*2) When the parameter value is 16-bit length, it is converted to 32-bit and then returned.
During process, the value (Busy = 1) is unstable.
