limit-value: Sets the maximum number of unresolvable packets that can be processed in 5 seconds. It is
in the range of 2 to 1024.
Usage guidelines
If the number of unresolvable packets from a host within 5 seconds exceeds a threshold, the device stops
processing packets from that host until the 5 seconds elapse.
