set the arguments to all executables

delete the arguments of "/mod/app.bin"
if it exists

if an empty arg is provided in between
other args, an ERROR is returned being
the current args remained unchanged
The arguments entered by the command are saved on
"/mod/appcfg.ini" file.

Read command reports the available executables and their current
arguments. The report has the following format:
#M2MARG: <app1.bin,arg1,arg2,...,argN
