Configure SDP Keepalive parameters

Configures SDP connectivity monitoring keepalive messages for the
SDP ID.

Configures the time period between SDP keepalive messages on the
SDP-ID for the SDP connectivity monitoring messages.

ationally down state in response to SDP keepalive monitoring.
