Enables or disables the IP phone to register to the secondary server before sending requests
to it for account X when encountering a failover.
0-Disabled
1-Enabled
If it is set to 0 (Disabled), the IP phone will directly send the requests to the secondary
server.
If it is set to 1 (Enabled), the IP phone will register to the secondary server first, and then
send the requests to it.
