A global static binding applies to all the ports of the device.
Global static bindings do not take effect on a port that has been configured with a port static binding,
with the dynamic binding function, or as a global static binding exceptional port.

Description
Use the user-bind uplink command to specify a port as an excluded port of global static binding entries.
Use the undo user-bind uplink command to restore the default.
By default, a port is not an excluded port of global static binding entries.
After configuring IPv4 or IPv6 global static binding entries on a switch, configure the uplink port of the
switch as an excluded port of global static binding entries to ensure packet forwarding between VLANs.
Global static binding entries do no take effect on an excluded port.
