“?” = Time error has exceeded time quality flag 4's threshold OR a reference source is unavailable

Format 9S is a variation of ASCII Format 9 that uses Sysplex compatible fields indicating
sychronization status:

FL_SYNC_SYS_REF_YES (' ') In sync with a reference
FL_SYNC_SYS_REF_LOST ('F') Out of sync, lost reference
