Meter Word bits are used in SELOGIC control equation settings. Numerous

Software through Section 8: Logic. SEL
OGIC control equation settings can
also be set directly to 1 (logical 1) or 0 (logical 0). Appendix D: Setting
SEL
OGIC Control Equations gives SELOGIC control equation details,
examples, and limitations.
The Meter Word bit row numbers correspond to the row numbers used in the
TAR command (see TAR Command (Display Meter Element Status) on
page 10.26).
