The SC may reject messages with a TP-Protocol-Identifier containing a reserved value
or one, which is not supported.
One octet of Data Coding Scheme, indicates the data coding scheme of the DATA,
and may indicate a message class.

8 bit data: 00xx01xx, 111101xx
UCS2: 00xx10xx, 1110xxxx

The default value at power-up is 0 - Default alphabet.
