Session Id is used when sending
commands with Restricted UICC

The logical channel number is contained in the CLASS
byte of an
APDU
command, thus implicitly contained in all APDU commands
sent to a UICC.
In this case it will be up to the MT to manage the logical channel
part of the APDU CLASS byte and to ensure that the chosen logical
channel is relevant to the <sessionId> indicated in the AT
command. Refer to 3GPP TS 31.101.
