No swing operation, but engine loads.
POSSIBLE CAUSES
Mechanical hang-up; Solenoid failure; Wiring fault.
CHECKS
Check swing operation in both directions with brake and swing lock released.

Check for voltage to swing lock solenoid valve.

swing park brake switch in off position.
