Transmission of a TOD message starts 10 ms (default) after
the rising edge of 1PPS signal, and the transmission is
completed within 20 us, as shown in Figure B-1. This TOD
message indicates the time of the current 1 PPS rising edge,
and is sent at a rate of once per second.
