This command operates in toggle fashion. If the local terminal is ENABLED when this command is issued, it will
be set Read-only. If the local terminal is Read-only when this command is issued, it will be ENABLED. The
following events also cause the local terminal to be ENABLED:

Loss of carrier
(end remote session)
(enter SYSTEM mode)
(enter NORMAL mode)
(enter USER mode)
