Defines the type of packet to be used in the test mode

Defines TX power of the Tester. Prohibited to change if
any ACL link exists

The dynamic range of Tester’s receiver is –80 ~ -10
dBm for ‘On’, but –30 ~ +20 dBm for ‘Off’
