Controls whether the Energy Efcient / Green Ethernet mode (802.3az) in the PHY is
activated or not.

A device reboot is needed for changes to take effect.

By deactivating EnergyEfcientEthernetEnable (EnergyEcientEthernetEnable
= false), higher accuracy may be achieved when using PTP (PtpEnable = true).
Furthermore a reduction of the time until the system settles down (PtpServoStatus
= Locked) can be achieved.
