Nonzero 32-bit value that represents the sender's hello instance.
The value is maintained on a per-neighbor basis. This instance
value changes only when the sending peer resets, when the sender’s
router reboots, or when communication is lost between the hello
adjacency peers.

adjacency peer; value is zero when no instance has been received
from that peer
