Caused by the drum: The drum may have a scratch or a foreign object on its surface.
 When the charge roller is wholly smeared
Foreign objects may be sticking to the edge of the lubrication blade [A] or the cleaning blade [B] at
locations corresponding to the locations of smears on the charge roller.
