3.3.1.3.2. PCM/FM modulation
PCM/FM is a constant envelope continuous phase modulation. For PCM/FM modulation with NRZ-L data code,
CCSDS recommends a peak deviation equal to 0.35 times the bit rate, that gives a modulation index of h=0.7.
