HFQLEVLSEC (Holdover and Freerun Quality Level for
Secondary Oscillator)
This keyword defines the quality assumed for the secondary clock card (with the
lower quality oscillator) in a mixed clock card pair in SSM mode.
The quality level value is only transmitted if the secondary clock card becomes
active while it is in holdover.
The keyword format is:
HFQLEVLSEC=<value>
