Activate Software Download Mode
This command places a management card or clock card in the firmware download
mode prior to a firmware download. The command format is:
ACT-SWDL:[<tid>]:<aid>:<ctag>;
Command Example:
ACT-SWDL:SYMMBITS:CLK1:SC002;
