When all of these signals are high, the PMA is in the ready state and the receiver is
locked to data.
To open Signal Tap, click Tools > Signal Tap Logic Analyzer.
You should have your board powered on and running when you use Signal Tap. To add
signals you would like to probe:
1. Right-click anywhere in the Setup tab window and select Add Nodes.
2. Search for and insert your desired nodes.
