Follow the below steps to troubleshoot the problem:

Ensure all the MPLS prerequisites are satisfied
2. Ensure the RSVP protocol is enabled globally by issuing the command show rsvp
3. Ensure the RSVP protocol is enabled on interface level by issuing the command
show rsvp interface
